New warning from play store while submitting app API Level required 28

I hope you must have noticed ...how can this be corrected.. 
Warnings

Your app currently targets API level 27 and must target at least API level 28 to ensure it is built on the latest APIs optimized for security and performance.

From August 2019, new apps must target at least Android 9.0 (API level 28).
From November 2019, app updates must target Android 9.0 (API level 28).

Our team is working already on migrating Android Project to Android 9.0

We will let all our customers know about this as soon everything will be ready.

Got this notice from Google Play

"This is a reminder that starting November 2, 2020, updates to apps and games on Google Play will be required to target Android 10 (API level 29) or higher. After this date, the Play Console will prevent you from submitting new app bundles and APKs with a targetSdkVersion less than 29. Please note that Wear OS apps are not subject to the API level 29 requirement. This will not impact your existing listing on the Play Store."

Can support clarify how to achieve this when you update after Nov 2, 2020?
